Are they basically identical? I had built what I think was this pedal about 12-13 years ago, lent it out and never got it back. It was one of my favorite delays, hoping to get the magic back :). I notice the difference of 9-18v max input on the two but I’m guessing that’s so the mini can fit smaller parts?

They are not 100% identical, but they are essentially the same where it matters. Unless there's some sort of modulation with an LFO circuit, a PT2399-based effect will always be compatible with 18V because the PT2399 itself can only run on 5V so there will always be an internal 5v regulator. The rest of the circuit is just buffers and filters and they can run on a very wide range of voltages.
