Yes, you can do this. Just solder the Ring eyelet at the top of the PCB to the sleeve tab of the input jack so that the power circuit of the PCB has a connection to ground.
In the majority of BYOC kits (only exception I can recall is the "mini" pedals that don't have room for a battery), the PCB has two separate ground traces--one for the effect circuit and one for the power. The latter is only functional when a cable is inserted into the input jack and the ring of the jack makes contact with the sleeve of the cable tip, providing the necessary ground path for power to flow. This makes a convenient way for battery users to prolong the life of their batteries--removing the cable from the input jack breaks the ground connection for the battery. Otherwise, the pedal would continue to draw power until the battery died.
