My pedal is passing signal but none of the effects work. I measured the ic chips and each pin is measuring ~9 volts. All solder connections on the front and back look clean so I’m not sure what I’m missing. I’m hoping someone can help identify the problem for me!

Also the 25k (bias) trimpot was being a little finicky and distorting when adjusting the screw. I'm not sure if that is what is causing the issue or not.

Hi - welcome to the forum! :D

I think that you might be making a mistake when taking your voltage readings. If you actually had 9 volts on every pin of the 4558 chip, the pedal would not pass sound in effect mode.
