I finished building my Analog Chorus the other day and have since been enjoying fruitless trouble shooting.

bypass works and the pedal, when on, sounds just like the bypass with no effect.
Power light works and flashes in conjunction with the rate knob. Effect makes no sound with trim pot all the way down then again when turned all the way up with unaffected clean sound coming through between 9 and 3 o'clock.

I reflowed all the solder joints.
I triple checked all resistors, capacitors and polarities on polarized components. I did find two resistors in the wrong position and fixed those on my first check, I got small body resistors and the colors were somewhat hard to see and some colors hard to differentiate (IE green and yellow appeared very similar as did the org and brown, blue and violet) but i'm quite sure everything is where it needs to be. Also the color codes for the 472 and 473 resistors didn't match the parts list but i looked up the color codes and they match the values the parts list says they should be.

Here are my voltage readings from the ICs:
3007
1 - 8.5
2 - 4.129
3 - 2.947
4 - 7.92
5 - 0
6 - 4.090
