1 - review the wiring on the repeats and level pots. Make sure none of the pot contacts are shorted to one another or any exposed wire lead is shorting to another connection. If a connection on the repeats pot is touching another connection, it can make it so the repeats pot is on full all the time, which causes oscillation.
2 - if you can measure voltages, check DC voltage at pin 1 of the PT2399. It should be 5 volts. The chip will do all sorts of weird things like squeal and oscillate if the voltage sags a few tenths below 5 volts.
I re-tightened my pots and checked for shorts. Pin 1 reads 5.07vdc. Issue remains.
