I finished building the Li'l Analog Chorus. Bypass and LED work. I did the smd chips myself. I accidentally soldered the TL074 chip backward and did not realize it until after I finished and tried the pedal. After removing and resoldering the chip, engaging the effect causes a significant volume drop (at least by half) and adjusting the trimpot either yields silence, a super quiet effect signal, or a distorted signal with little/no modulation. I measured the pots, resistors and caps when I was building and all were within tolerance. I double-checked component placement and reflowed all of my solder joints already. At this point, all I can think of is that I damage the TL074 from running current into it backwards, heat, or both. Any other thoughts?

Yes, running op amps backwards usually damages them. You need to replace the TL074. Contact BYOC for a replacement and they will make sue to send the correct one.
