Okay - voltages look good and no signal is passing the BBD.

It still seems like a likely chip problem. Try mixing and matching the clock and BBD chips you have. Maybe the original clock was bad but the replacement BBD is bad or something. Try swapping the old BBD with the new one. If that doesn't work, put the new BBD back in and try it with the old clock chip.

Be a little careful here - many times a resistor will not read correctly when it is in-circuit due to parallel resistance paths.

The resistors all look right. I know some of the measurements are off, but in those cases I double check the stripes. This is the fsourth time I've checked them all one by one.

I have been swapping the chips, thinking along the same lines as you mentioned. No change. Maybe both are bad?

The humor in all of this is that I don't play bass, have no need or desire for the pedal, and neither does my buddy who started building it and passed it to me to build. It's some type of mental illness that stops me from throwing it in the trash and playing my guitar. If I could mail it all in and get a fuzz or reverb kit I'd be overjoyed.

I spoke to BYOC - Keith says to please request another chipset in the slim chance there are 2 faulty BBDs

Yes. The third set of chips solved it.

I have a buddy that used to work at a boutique pedal factory here in Portland. He said he wasn’t surprised—those chips have a high fail rate.
