Build Your Own Clone Message Board

Howdy! more probable noob questions coming:

(will post pictures of board when I'm back at my house, but using my lunch break to decide what to buy next and post here)

I finished my Analog Chorus build yesterday, and the sound I get currently is actually 100% usable but :

My "Rate" pot doesn't do anything discernable, and the LED isn't blinking in time with the "Rate" pot (which I had no idea it was supposed to do until I looked at the forums here)

Given that I have (effected) sound, bypass, and the only seeming issue is the rate pot not doing anything, where would be the first place to start troubleshooting, assuming I've reflowed the board and looked for solder bridges/shorts already?

Ignore me. For fellow idiots of the future, ICs work a lot better when all the pins are seated.
