I second sjaustin about the trimpot, ICs and just generally making sure everything is secure, did you solder the middle PT2399's pin 15 for some reason? Also, seeing the bottom of the board might be helpful.
If you have a
signal testerYou can use the
Schematic to see where the signal for the delay path comes in, and see where it leaves each PT2399.
For example, pins 15 and 16 will be your input, and pin 14 will be your main output signal. If you're not getting signal at the input pins, take a closer look at the relevant components (C40, C42, C43, R48, R49, and R50). If you're getting an input signal, but no output signal, take a look at the PT2399 socket solder joints to make sure there are no shorts or anything.
