I think you have your 9 - 16 pin numbers inverted. Looking from the top it should go:

1 16
2 15
3 14
4 13
5 12
6 11
7 10
8 9


Not a big deal. I understand what you meant. But from hear on out, we'll be referring to them correctly. Your voltages look good with the chips in and out. With the chips out of their sockets still, please insert jumpers between pins 16 and 14 for each socket.

Please describe how the mix knob behaves now.

Good catch, will use the counter-clockwise numbering from now on.

With the jumper in 14&16 on each PT2399 socket I get a weak signal at full "wet" turn of the nob, but it isn't fizzy or distorted, very clean. When I roll in a little dry signal the volume immediately increases to "normal".

How weak is "weak" relative to full dry?

Try removing the 571 chip as well and jumpering pins 10 to 11 and 2 to 6, and see how that effects the wet dry mix.
