No problem with that solder bridge since those two points (lug 1 of the Rate pot and resistor R32) are already connected with a board trace. Take a look at the
Bass Chorus schematic and you'll see what I mean.
The TL022 op amp should not get hot to the touch, which indicates a short. You should carefully inspect the solder joint for this IC to make sure none of them are bridged to each other or any adjacent component. If that checks out, I would just replace the TL022, as there is a high probability that it contains an internal short. Even if you do find evidence of an external short causing the problem, this IC may have been damaged by the heat. Contact
