The LED works, I get a dry signal, there is pitch modulation when I adjust the pots, but alas there is no vibro. When I first plugged it in I got a little vibe, but it faded in and out whenever I moved the enclosure. Now it's all gone! I think I am pretty close, but if you see anything that stands out please tell me.

I've got a multimeter, but I need to figure out where to start.

Main question~
Q: Is this the vb-2 version that needs jumper?

You have mixed up 2 resistors - as far as I could see.

I see a resistor (on the left side) near the yellow tantalum capacitor with brown/gray/?orange?/gold (18k) which should be brown/gray/YELLOW/gold (180k).

You have soldered the 180k resistor in exactly that position (in the middle, near the minus solder pad of the 9V jack) , in which should be a 1.8k resistor (brown/gray/RED/gold) like I wrote in my other topic!

And NO, I don't think you need the jumper here.
The PCB looks exactly like mine.

if that doesnt fix the problem, the transistor in the middle looks a bit twisted, a lead could be damaged
