I thought I had everything ready to roll, plugged it in and found the LED lights up but there is basically no volume with the effect on.
I adjusted the trim pot and found it makes no difference in the output regardless of which direction it is turned.
Bypass works and signal passes through properly with the effect off. I have to crank my amp up with the effect on to barely get any audible tone coming through and it does not appear to be affected by the envelope filter.

I'm not completely green at this but I'm definitely not an expert. I would appreciate any help on this one

So I pulled the chip and reheated each connection. I found one point where it looks like a pad let loose. I scraped the trace and was able to make a connection, powered everything up and no change. Bypass works fine, still extremely low output with effect on. Any other suggestions?

You've got a 220k and 22k resistor mixed up. The 22k closest the sensitivity pot should be a 220k. The 220k farthest to the left should be a 22k.

You'll need to readjust the trimpot once you fix that.

You're soldering could use some improvement. The joint connecting the green untinned wire to the DC adapter jack looks like it will come loose on you eventually. There's a joint on your trimpot that could use a little more solder. From the looks of it, you aren't cleaning your tip enough in between joints. It will probably be okay though. Just something you should aim for on your next build.
