Bypass works,.. :D When effect is engaged, LED doesn’t light up, Depth knob acts similar to volume knob,,,NO Tremolo function though? Tried adjusting BIAS and LEVEL trimpots. Can get more level, but that about it??

The problem you're having is most often caused by one or more weak solder joints. So the first thing I would recommend would be to work through this process:

Sounds like most of the circuit is working except for the LFO (low frequency oscillator). If it was working, the LED would be blinking. The LED is part of the LFO circuit, not just an on/off status light. Anyhow....follow what duhvoodooman said. Your soldering at the LED looks a little suspect.

I'm having this same issue! I have a multimeter and I've reflowed to no avail--- please let me know how to test and solve this issue! The little "Y" in my photos is from when i destroyed a pad/trace and that is my crude repair...i think that part is fine?

Your repair looks pretty solid. That should be good. Although, your soldering throughout the rest of the build does leave much to be desired. You should reflow all of your solder joints.

When the pedal is in the ON position, do you get continuity between ground and the emitter of Q5. Ground would be at the sleeve of either jack, and the emitter of Q5 would be the leg of the 5088 transistor closest to the LED.
