I checked solder joints, looked for bridges, etc.

OK, I can see where you've switched around three resistors. Refer to labeled PCB diagram below for locations:

  • R3 is a 4K7 (472) and should be a 470K (474)
  • R9 is a 470R (471) and should be a 4K7 (472)
  • R19 is a 470K (474) and should be a 470R (471)

I would also double-check the areas between the IC legs that I've circled in the marked-up section of your photo attached below. Just make sure there's no bridging or other material connecting those adjacent legs.
