I have a IC chip that is labeled as 7660scpa, the boost inst say don't use 7660cpa: first question why cant't you use the 7660cpa and is the chip I have 7660scpa usable in the 27volt boost pedal?

You have the correct IC. The "S" in the chip name is critical here. From what I understand, due to its lower frequency internal oscillator, the 7660CPA will cause a high-pitched whine in many applications, this one included. The 7660SCPA has a higher frequency oscillator that avoids this problem.

Another quick question, I have TL072 ic but also have a couple OPA2134PA ics, I think the Opa2134pa is considered a higher quality chip, Is this a pedal that should have the higher quality chip or should I save it for something like a furture silver pony build?

I don't know that it really makes much difference, but if it's a squeaky-clean boost that you're going for, the OPA2134 may be the way to go.
