 Post subject: FET Preamp

So I've built this pedal in the past but I'm having some trouble rocking before i box this time around. Couple of tweaks, i'm not using a battery snap for this build (which im assuming does not matter if im using a power supply?), Also using non mounted pots, but again i dont imagine that would matter. I went thru and checked all my components, everything seems oriented properly. LED does not light up either. I took some measurments on the IC pins here are some voltages:

Top IC:
1- 8.3v
2- 7.8v
3- 8.7v
4- 9.2v
5- 8.7v
6- 9.2v
7- 6.2v
8- 9.3v

Bottom IC:
1- 9.3
2- 7.6
3- 9.2
4- 8.7
5- 9.2v
6- 8.7v
7- 0v
8- 8.3v

Any ideas where this might be going wrong or what voltages i should be getting on each of the IC's?? Any help much apprecieated.

Footswitch connections? Toggle switch? Ground connection for your power source?

How are you wiring it up to 'rock before you box'? A photo of those connections could be helpful.

What we're trying to say is, if you're trying to test with what you've got so far as pictured, it's not going to work, and shouldn't be expected to work.
