Those are the voltages I would expect to see. However, you have 0v at pin 5 of the 7660. And yet you have voltage at pin 4 of the TL072. The two solder pads are connected via a trace. You should be able to test for continuity between them. They're readings should be identical.
It's difficult for me to help you because based on the readings you are giving me, the only explanation I can come up with is that you have a broken trace between the two afore mentioned eyelets, and you also have a short between pin 4 and something else.
