Keith has said a mouthful here. If you haven't done this before, let me tell you that desoldering an 8-pin socket is NOT a simple thing. It takes the right equipment (a solder sucker and good quality desoldering braid; even better is an actual desoldering iron), plus time & lots of patience. You may want to consider carefully cutting the socket off of the PCB with a small pair of cutting dikes and then removing the residual pins one by one. You'll need a replacement socket, in that case, unless you want to solder the IC directly to the PCB (not generally recommended).

I'm not sure about clipping it right out of the gate. Certainly try desoldering it first. The mistake a lot of people make when "desoldering" things that have more than two leads is that they try to pull it out of the PCB before it's been completely desoldered. And this often times causes the solder pads and even the traces to lift from the PCB. So try desoldering it first. If it doesn't come out easily, then consider clipping the pins.

I finally got the socket out, and yes I had to destroy it. Once it was free, I inspected the area, and I couldn't see anything that might have caused the problem, but maybe it got moved in the destruction (or it was the socket itself).

Either way, replaced it and put the IC back in. No more flickering! But the effect still does not work.

Bypass works perfect.

The power light is always on, though a bit dimmer than when the effect is actually engaged. It only turns off when the effect is powered off but the Bass Only effect light is on.

When the effect is engaged, no sound comes through. I tried with the bass only footswitch, the hand switches in all positions, and manipulated the knobs, but it had no effect.

I am measuring consistent levels on the 8th pin of all of the ICs now, though, so that's an improvement?

Alright! That was the first step. Can you take voltage readings again for all the pins now, please?

Do you have a signal tester? It would be a huge help here. If you don't, we sell a kit, or google "audio probe". It's a very simple device and you could probably build your own with parts you already have laying around.

No, the effect isn't working. Sorry, that wording was unclear.

I am no longer experiencing fluctuating values, but I am still seeing my voltages at about half the value they should be. See above for my latest numbers.

It's quite baffling why your +9v is dropping by half. What are you using to power it?

Well...I guess let's take a step back. Please take voltages of the pin sockets with no chips in them again. Then take voltages of the chip sockets with just the 1044 charge pump installed. Then install the chips one at a time and see which one it is that causes the drop.

Yup! Adding the charge pump seems to cause the cut.

I get right around 9 volts all around until I add it, then it drops to 3.something.

Is this a special part? My local store didn't have it.

I received my new charge pump, put it in, and here's my current status:

1) Works perfectly in bypass still
2) Effect power light is always on
3) Bass Only light never comes on
4) When effect is powered on, no sound comes through at all.
5) 8th pins are all reading at around 2.7v
6) Removing charge pump results in 8th pin power jumping back up to ~9v

I kept testing and messing with it, then I saw everything jump up to near 9 volts with the charge pump in and the effect on. I quickly turned my amp back on to check, but it appeared to have gone away. After that, my new 8th pin reading on all chips was 3.85 volts. It's like I'm experiencing weird power surges without changing anything. My power supply always measures perfectly constant, though.

Any other thoughts?

This really sounds like a wonky solder connection somewhere in the build. I would inspect all of the solder work with a magnifying glass and clean up any joints that look suspicious in any way.

Did you ever resolve this? I'm experiencing a similar issue. Can't seem to find any errors in my build. I'm trying to avoid rebuilding if you were able to narrow down the problem.
