Build Your Own Clone Message Board

Aloha, this is my first build. It lights up and I can hear the effect through my amp, but it's very faint. I checked all solder points and tested all resistors, but no dice. Only diversion was that I had to swap a capacitor out with a higher voltage, as seen in pic. Would appreciate advice. Here is the a pic of my work: https://imgur.com/a/rGmZdVG. Your IC is installed upside down. Carefully remove it and reinstall it, being cautious you don't bend the pins, and see where you're at.
