I presume by upside down you don't mean "on the wrong side of the PCB" but rather, you got the little cut-out on the wrong end.
Sure you can put the chip in the right way! The electrons don't know which end of the socket has the little half-moon cut out of it. Just make sure that when you put the IC in, *it* is oriented the correct way. The socket itself can be backwards.
