As Scott said, the Classic Fuzz doesn't have a ton of output, but you should be able to get unity volume at much less than the full-on settings of the Level and Fuzz pots. Have you also played with the Bias pot to see if that helps? That latter pot changes the bias voltage on Q2. If you have a multimeter, try measuring the voltage on the collector of Q2 with the pot set to full clockwise. If you're not sure how to do that, we can provide instructions--it's quite simple. Because of component variability, especially in the transistors themselves, some pedals seem to work better by reducing the value of the R6 resistor (see labeled PCB map below). Report your Q2 collector voltage @ full CW here and we should be able to tell you if it's in the "sweet zone."
Also, just double-check your pot values to make sure that you didn't switch the positions of the B10K Bias and the A100K Level pots. We've seen that rather common mistake here a couple of times.
