From what I understand, using a 3PDT switch and wiring to two different loops is a simple way to swap pedal order. No need for a circuit board to do so. (picture: this 4PDT is only necessary for LED power): Image

Would it be possible to put a 3PDT toggle and wire it to two loops? Maybe place the toggle on the front of the pedal low toward the base plate?

Yes, you could do that. You could treat the send of loop 1 from the PCB as the "in" and the return of loop 2 as the "out" in that diagram.
