So, do not all new pedals get wired up for when the guitar cable is plugged in the input jack the battery does not drain? I had someone tell me they don't. Seems rather odd. I haven't paid attention to new productions pedals in a decade or more.

A lot of newer pedals are simply omitting the battery snap all together, since a lot of people use adapters now instead of batteries. So in that regard, the person who told you that is correct, because there's no need for it on these pedals. But I would say that if the pedal has a battery snap, then it will still always have a stereo input jack that is wired as an on/off switch.
