That doesn't sound right. Either of the hard clip settings should give a very noticeably more distorted, "hairy" sounding tone than the soft settings. This is most notable when running one type OR the other. If you have both turned on, you'll get something in between.

If neither of the two hard clip settings seems to work, I would check the function of the hard clip toggle switch, since that controls both settings. If one side of the toggle sounds distorted and the other side doesn't, it could be either the switch or the diode pair on that side.

Looks good. You could shorten up those footswitch wires. Won't improve anything in terms of noise because signal doesn't travel through those wires. They just short to ground when you step on the switch. It will just look cleaner.
